North Dakota's Performance
Ungraded
Why does this matter?
Reimagining teaching roles and staffing structures to make the profession more sustainable requires innovative thinking about how states and districts leverage time and resources. While few barriers exist preventing districts from implementing innovative staffing approaches, states can play an important role in nurturing conditions that make strategic staffing possible, through strategies like grant funding, waivers from state policy, and strengthening pipelines into the educator workforce.
Why does North Dakota stand out?
North Dakota has provisions for “innovation zones” where districts can request waivers with a submitted action plan. The state funding model also permits districts the flexibility to use state allocated funds for various types of positions
North Dakota, early in its strategic staffing journey, has emphasized the importance of building buy-in with stakeholders across the education sector as critical to effective implementation of strategic staffing policies. North Dakota Department of Public Instruction (NDDPI) leaders have travelled the United States alongside state legislators, appropriators, policymakers, educator preparation program (EPP) leaders, and representatives from the state licensure and EPP approval boards to see various strategic staffing models in action. The state has also included teachers and teachers unions on these trips to build a “coalition of the willing” committed to reimagining teaching.
